Does the machine do the work?

Realized capability inside the Sight ceiling. The value cliff: does the machine write to the system of record, or does a human re-key everything?

L0 None The machine does nothing of consequence in the process.
L1 Assist Helps one person. Output moved by hand.
L2 Recommend Produces a work product. A human reviews and keys it in.
L3 Operate Acts in the system of record. A human approves or handles exceptions.
L4 Unattended (narrow) No human in the routine loop, inside a bounded domain.

Who can change it once it exists?

A durability stamp on the number, never an average. High Action with a bus factor of one is fragile by design, and the score says so.

L0 Locked Only the original builder can change it. They leave, it freezes.

L2 Engineer-durable Any competent engineer can take it over. Not person-locked.
L3 Power-user Business users change rules and templates inside guardrails.

Almost nobody is where they think they are.

Most operators come in believing C3. Most land at C1 or C2. The leader tier, four to six percent across McKinsey, BCG, and MIT, sits at C3 to C4. C5 is the frontier. C6 to C9 is thin air, organization-emergent only.

A maturity model is a 30-year-old instrument. We inherited the rules for how to build one and refused to invent a new shape. Three axes, conjunctive-floor composition, a durability stamp. None of these is our idea, and that is the point.
